The contractors are implementing investments for PKP Polskie Linie Kolejowe S.A. There are no significant changes despite limitations related to the coronavirus. The situation on all projects is monitored on an ongoing basis. The contractors have been provided with guidelines on how to carry out the works with safety and sanitary recommendations.
PKP Polskie Linie Kolejowe S.A. takes into account the common interest of contractors and the ordering party to continue investment works, especially as projects are socially important. Maintaining continuity in the execution of the investment, as well as announcing new tenders and signing new contracts is necessary to maintain stability on the construction market. In the current situation such actions are crucial for the whole economy.
The infrastructure manager is in contact with industry organisations and entities involved in the investment process. Together they are looking for solutions to improve and facilitate cooperation. Depending on the course of events, PLK will make further decisions.
The most important actions in the last few days are the implemented recommendations and instructions to make the cooperation between all the parties to the contract more flexible and faster. Acceleration of payments and settlements as well as approval and circulation of documents. Tender procedures are being carried out, allowing contractors to plan their business. Recommendations of sanitary and epidemiological services have been introduced and are being updated on an ongoing basis.
Continuation of investments in unusual circumstances
Despite the epidemic, work on the contracts is being carried out. The contractors operate, among others, on the section Warsaw – Lublin, Warsaw – Poznań, Poznań – Szczecin, Kraków Główny – Kraków Rudzice, on lines leading to Tricity ports.
Relevant guidelines were given to PLK’s project directors and handed over to the contractors and contract engineers. The aim of the cooperation is to efficiently execute contracts in the new conditions.
Projects under special supervision
PKP Polskie Linie Kolejowe S.A. has defined and sent to the contractors recommendations concerning organization and execution of works and technical acceptance in case of epidemic hazard. Without undue delay, but with due diligence, acceptance of documents or making due payments is made.
It is recommended that the number of people in committees and teams conducting projects, travelling by separate means of transport, be kept to a minimum. Collections are conducted separately for each industry. In case of necessary meetings, it is recommended to keep a safe distance of participants and use the required personal protective equipment.
Maximum use is made of ICT communication tools, e.g. for multi-person arrangements. Documents are provided in electronic form with a maximum restriction of personal contacts.
The infrastructure manager cooperates with all contractors on an ongoing basis, e.g. in situations related to employee health protection. All issues are analyzed and solved with contractors on an ongoing basis. The GIS recommendations for health protection remain a priority in actions.
Undisturbed tender process
PKP Polskie Linie Kolejowe S.A. is committed to ensuring that companies can win new orders. Tender plans of PLK are still valid. Continuity of announcing and conducting tender proceedings and signing contracts is ensured. It is important for all of us to maintain the favourable economic situation and to execute investments. All activities must also take into account current limitations and safety rules.
