Clean Air – from New Year’s Eve without new buildings

At the end of 2019, the possibility of applying for subsidies under the Clean Air Programme for new buildings will disappear. Only existing buildings will be able to participate in the Programme.
A disadvantageous gap
“The exclusion of new buildings from the “Clean Air” programme will result in a clear gap in the national policy of supporting heating devices using renewable energy sources, such as heat pumps or low-emission biomass heating boilers (especially wood pellets)”, according to information provided by the Polish Organisation for the Development of Heat Pump Technology (PORT PC). This organization also informs that the European Commission and the European Parliament have announced that in the next EU budget (2021-2027) the support for heating devices using fossil fuels – coal, but also natural gas – will be completely withdrawn.

Instead, the European Commission is preparing a new programme, the “New Green Deal”. The announcements so far indicate that it will be a programme supporting the construction of nearly zero-energy buildings and the thermal modernisation of single-family and multi-family buildings using to a large extent RES, or equipped with low-emission and highly efficient heating networks.
Still too many coal-fired boilers
The PORT PC organization presented data from Voivodeship Inspectorates of Environmental Protection concerning the popularity of data on heating technologies in new buildings. The fact that the largest share in newly built buildings is held by RES technologies (data from applications under the “Clean Air” programme) has a very optimistic meaning. Almost half of the heating devices declared in the applications in the programme are heat pumps and biomass boilers. According to PORT PC, “It is completely incomprehensible in the context of the current technical conditions that as much as 6% of the applications concern coal-fired boilers”.
