Nobody wants to complete the construction of the Czestochowa bypass

GDDKiA did not receive a single bid in a tender for works to guarantee the passability of the Częstochowa bypass (A1 motorway) before the end of this year. The management plans to announce a new procedure with the same deadline for the task as soon as possible.
The contractor has been removed from the investment
The tender for the design and construction of the A1 motorway section between the Blachownia and Rząsawa junctions (Czestochowa bypass) was won in October 2015 by a consortium of Salini Polska, Salini Impregilo and Todini Costruzioni Generali. However, in April this year, the winner of the tender was excluded from the investment due to failure to execute the works specified in the contract, despite repeated calls from the General Directorate for National Roads and Motorways (GDDKiA).
Work is in progress
At present, the construction site is undergoing protective works carried out by a consortium composed of Strabag Infrastruktura Południe, Budimex and Budpol, which was selected in the form of negotiations without announcement. However, the scope of protective works does not include works necessary to obtain the occupancy permit, which is why GDDKiA published the procedures for their execution at the beginning of August this year. The scope of the proceedings includes, among others, the execution of road traffic safety elements, lighting or acoustic screens.
Nobody applied for the tender
Unfortunately, as the Katowice branch of GDDKiA informed just now, no company applied for the tender. In the current situation, the Directorate plans to immediately proceed with actions aimed at restarting the proceedings. The deadline for the execution of works set for December this year will remain unchanged. This means that the winner of the tender will have very little time to complete the works which will make it possible to obtain a permit to use this section of the A1 motorway.
