More efficient execution of road and railway investments will result from the framework agreement signed by PKP Polskie Linie Kolejowe S.A. (PKP PLK) and the General Directorate for National Roads and Motorways (GDDKiA). The parties will cooperate closely at each stage of investment implementation.

Special benefits

PKP Polskie Linie Kolejowe S.A. and the General Directorate for National Roads and Motorways signed a framework agreement which indicates the areas of cooperation between the two national infrastructure managers. The cooperation will contribute to a more efficient preparation and implementation of investments both by the national road manager and by the railway line manager. The benefits will be particularly beneficial when the projects will have an impact on each other.

The parties to the agreement declare the coordination of planned, prepared and implemented road and railway investments and the mutual use of experience gained so far. There will be constant contact between the investment preparation teams, which will allow for the exchange of information and documentation at different stages of preparation in order to coordinate the projects of both managers even better.

– PKP Polskie Linie Kolejowe S.A. is currently implementing the largest investment programme in the history of railways, which is the National Railway Programme (KPK). This is a challenge, because with such a scale of work, very often our investments have to be connected with those of other managers, including the General Directorate for National Roads and Motorways. Tightening cooperation will have a positive impact on the process from preparation to implementation of the tasks of the infrastructure manager and partners – says Ireneusz Merchel, President of the Management Board of PKP PLK S.A.

Streamlining of works and shortening of procedures

The aim of the cooperation is to coordinate and thus shorten formal and legal procedures and to exchange – while maintaining confidentiality – materials and documents relevant to the investment. Thanks to the agreement signed, the costs will be more efficiently determined if the investments of both parties are carried out on the same site.

– When designing and implementing road investments we very often approach or cross existing or planned railway lines. The agreement signed today will allow to streamline the work of institutions conducting the largest line investments in Poland. Both at the stage of planning, preparation and execution of investments – emphasises Tomasz Żuchowski, acting General Director of National Roads and Motorways.

The agreement was concluded for an indefinite period of time.
